Lugaw Project was conceptualized in 2009 by Team Kabsat headed by Shanaz Well, a filipina from the province of Pangasinan, who always dreamed to deliver distinctive services especially to less fortunate young children. In an interview, Well said that "with all the typhoons and other calamities affecting the Philippines every year, children are the most affected. I, myself, am a victim of typhoons and earthquakes. I saw how children just stare on the situation and know nothing but to depend on their parents and wait for food in the middle of the flood. Perhaps it's about time for me to extend my hand to this children from a very little means that I can share to these children, who are always growing in population."
She added, "Lugaw is a rice congee, which for me is not so expensive to share. But what is not expensive to me might be expensive to others, as some families cannot afford to buy one kilo of rice for their family. This mini project is actually a very small community help if we try to check the millions of children who are dying of hunger around the world. It is only a pinch of help if we try to measure it numerically. But I hope our sponsors shall not consider help in relation to computation. For Team Kabsat, help is help. It's immeasurable. The only thing our team wanted emphasize is to help. That's all. Everything must be from the heart. We will start this project on April 2010 and with all hopes that the team can feed Lugaw to 900 children in Pangasinan until this year ends."
